This chapter covers lead and articles thereof; the headings listed are unwrought lead (78.01) and lead plates, sheets, strip, foil, powders and flakes (78.04). The chapter note defines "refined lead" as metal containing at least 99.9% lead by weight, provided no other element exceeds the limits in the note's table. The note sets the purity threshold a lead must meet to count as refined.
