The headings run from unmounted lenses and optical fibres through spectacles, binoculars and microscopes, on to navigational and surveying instruments, X-ray equipment, meters and automatic regulating devices. Parts and accessories follow a fixed order: with the article they belong to, failing that with the machine they are principally used with, and otherwise in heading 90.33. Optical measuring or checking instruments that could fall in both 90.13 and 90.31 go to 90.31.

Chapter notes (official Turkish text)
1. Aşağıda yazılı olanlar bu fasıla dahil değildir:
(a) Sertleştirilmiş kauçuk hariç, vulkanize kauçuktan (40.16 pozisyonu); tabii, suni veya terkip yoluyla elde
makinelerde, cihazlarda veya teknik işlerde kullanılan eşya;
korseler, göğüs bandajları, karın bandajları, eklemlere ve adalelere mahsus bandajlar) (Bölüm XI);
(c) 69.03 pozisyonundaki ateşe dayanıklı eşya; 69.09 pozisyonundaki laboratuar için, kimyasal
veya diğer teknik işlerde kullanılan seramik eşya;
(d) 70.09 pozisyonundaki optik olarak işlenmemiş cam aynalar, optik eleman özelliği olmayan adi
veya kıymetli metallerden aynalar (83.06 pozisyonu veya Fasıl 71);

Import duty rates across this chapter
The range is always computed WITHIN a single column: showing the EU column and the all-other-countries column as one range would misstate the duty. The binding rate depends on the twelve-digit code and the country of origin.

Customs duty — list column 7 — 0% – 6.7% · codes with a row: 348 · List II, V, VI
Additional customs duty — list column 7 — 5% – 25% · codes with a row: 46 · List EK-1
Chapter 90 — measure rows in force: 3 · products: 2 · origins: 2 · tariff codes: 2. Measures whose published expiry has passed but which are under an open expiry review ARE included: they remain legally in force and the duty is payable.
What governs the application of a measure is the product definition, not the HS code alone — your goods may fall outside the definition even if they share the code.
